Pre-Registration System Aims to Enhance Child Safety for Foreigners in Korea


In an effort to bolster child safety, Korea has introduced a Fingerprint Pre-Registration System designed for foreigners staying in the country. This initiative allows for the registration of fingerprints, photographs, and guardian contact details of children, as well as individuals with intellectual disabilities, autism, mental disabilities, or dementia. The system aims to facilitate rapid reunification with guardians should these individuals go missing.

Who Can Register? The system is open to:
  • Children under the age of 18
  • Individuals with intellectual disabilities, autism, or mental disabilities
  • Individuals with dementia

Registration Methods There are three convenient ways to register:

Mobile Safety Dream App: Download the app and verify your identity using your mobile phone number. To get started, scan the provided QR code.

In-Person Registration: Visit a local patrol unit or precinct station. Bring proof of family relationship or the necessary identification documents, such as passports or foreigner registration cards, for both the guardian and the child.

Online Registration: Access the Safety Dream website at www.safe182.go.kr to register photos. Note that fingerprint registration must be completed via the app or in person.

Data Protection
Sensitive information collected through the system will be automatically destroyed when the child turns 18, except in cases involving individuals with intellectual disabilities, autism, mental disabilities, or dementia. Guardians also have the option to request the immediate destruction of the data at any time.

This system is a crucial step in enhancing safety measures and ensuring swift action in the event of a missing person incident involving vulnerable individuals.
