To reduce air pollution during the winter months, Korea enforces seasonal fine dust control measures from December through March. These measures include driving restrictions on Emission Grade 5 vehicles. Such vehicles, typically older models that have not undergone low-emission upgrades, are prohibited from operating on weekdays between 6:00 a.m. and 9:00 p.m. in the Seoul metropolitan area and other major cities.
Drivers who violate the restriction may be fined up to KRW 100,000 per day. Vehicle owners can check their emission grade through the government’s Automobile Emission Rating System and are encouraged to apply for low-emission measures, such as installing pollution-reduction devices or participating in early vehicle retirement programs. Certain vehicles, including emergency vehicles, those used by drivers with disabilities, and other exempt categories, are not subject to the restriction.
These measures aim to improve air quality and protect public health during Korea’s peak fine dust season.
