Approval of Pyeongtaek’s 2040 Urban Development Plan


The 2040 Urban Development Plan for Pyeongtaek has recently been approved by Gyeonggi Province. This plan represents the city’s highest-level long-term strategy for growth and management over the next 20 years, covering infrastructure, land use, industrial development, transportation, and population planning.

Among the nine cities whose 2040 urban plans have been approved, Hwaseong and Pyeongtaek are the only ones to significantly increase their target population projections. In particular, Pyeongtaek’s population is expected to grow from approximately 650,000 today to over 1,054,000 by 2040.This anticipated growth is linked to the development of newly designated urban zones for industrial activity, logistics, residential expansion, and community-oriented facilities. The overall goals of the 2040 plan are to strengthen the city’s infrastructure, improve public services, expand access to modern housing, and enhance its attractiveness to international workers and long-term foreign residents.

To prepare for this population growth, the city has designated approximately 29 km² of its total 487 km² administrative area as planned urbanization sites (future development land). Already developed areas account for about 104 km², while the remaining 353 km² will be preserved for natural and agricultural conservation.

The city’s spatial structure is being reorganized into a “two-city, three-region center” system to promote balanced growth between the eastern and western parts of Pyeongtaek. In the eastern area, future industries will be concentrated, including semiconductor-specialized complexes and industry–academic clusters. In the western area, development will focus on eco-friendly hydrogen energy complexes, port functions, and industrial urbanization.

According to Kim Hee-sung, head of the Gyeonggi-do Provincial Urban Policy Division, approval of the urban plan provides a foundation for the city to grow into a “key industrial and logistics hub in the southern part of the metropolitan area,” by linking station-area development with semiconductor industrial complexes and the logistics functions of Pyeongtaek Port.

The approval of the 2040 Urban Development Plan signals a future in which Pyeongtaek becomes not only more dynamic and better connected, but also a more welcoming and livable city for its community.
