In the case of baseball, the game rules stipulate the suspension and cancellation of the game according to the umpire's judgment, so if it happens to rain a lot, the game committee and manager can decide to cancel the game within three hours before the scheduled start of the game or cancel in between game matches. As for soccer, once the game has started, it is part of the ruling not to stop the match at any time whatsoever (in the case of rain), making soccer game cancellations almost a rare occurrence. There have been few reports of cancellations or postponements from rain due to only significant urgent effects, such as power outages or traffic paralysis. Therefore, soccer is relatively always in play.
