Have you ever seen an electric scooter parking on the street? Electric scooters have become popular in Korea over the past few years, but unfortunately, the growing number of eletric scooter users has raised safety concerns. Accordingly, regulations on personal transportation devices, were revised effective on May 13.
Personal transportation devices refer to electric scooter, segway, and motorized bicycle, which have maximum speed of up to 25km/hr and weigh up to 30kg.
Since May 13, the use of the personal transportation devices without a license has resulted in a fine of 100,000 KRW. The regulation specifies that a person must possess at least a type 2 motorcycle license in order to ride the devices (License can be obtained at a driving school). Furthermore, even if you have a license, you must always wear a helmet when riding the devices (failure to wear a helmet is subject to fine 20,000 KRW), and you also have to install a light on your device for safe riding at night (Keep in mind that riding without installed light can be fined 10,000 KRW).
Personal transportation devices are for use by one person, and the violation of this rule results in a fine of 40,000 KRW. Furthermore, riding while intoxicated can be charged for a fine of 100,000 KRW. Children under the age of 13 cannot obtain a license, and therefore, are not allowed to use these devices. Last but not least, the riders should ride the devices only on the bicycle roads or on the edges of the street! Hitting a person on the sidewalk can be subject to criminal punishment.
